Using TARGET = “_blank” for your contact page is important there are many reasons why you should.
Firstly when you open your contact page in the same window visitors can loose track of what they wanted to contact you about. Here is an example I was visiting a site that I visit quite regularly and noticed that one of the links was giving a 500 Syntax error, command unrecognized so I tried to contact the webmaster that the script that this page required to run was not working correctly. But the contact page was opening in the same browser window and not in a new window or tab. This meant that when the contact page was open referring to the broken site script required me to click back to reference the broken url. So I did not care anymore to contact the webmaster as it was too much work and they would probably consider my email as Spam and give no thanks.
Furthermore contact pages on websites are mostly too commercial and do not offer true possibilities for visitor communication with the website owners. Contact pages seem to be only about selling more and not reading the visitors opinion even if it’s about telling them that something is very wrong and they can fix it. Companies pay 1000′s to website developers to build websites but even if these sites are compatible with all browsers at the time of their creation with new browsers and new ways to view websites with other technologies such as tablets and smartphones.
Companies pay a developer to build a website and think that’s it we have our domain and site setup but a few years later they are incompatible from the devices people are accessing them from, moving with technology and times is important and this also means offering visitors to contact you about more than just sales.
